Obama names special envoy to global Islamic group

President Barack Obama on Saturday named a White House lawyer as his special envoy to the Organization of the Islamic Conference, part of his continuing effort to repair strained U.S. relations with the world's Muslims.

Obama announced Rashad Hussain's appointment during a video address to the 7th U.S.-Islamic World Forum meeting in Doha, Qatar.

As his liaison to the OIC, the president said Hussain will continue working to repair U.S.-Islamic relations and develop the types of partnerships Obama called for when he addressed the Muslim world during a speech last year in Cairo.

U.S. relations with the Muslim world became strained after the wars in Iraq and Afghanistan.

In the video address, Obama said he called in Cairo for the U.S. and Muslims to start anew "based on mutual interest and mutual respect" because the relationship had "slipped into a cycle of misunderstanding and mistrust that can lead to conflict rather than cooperation."

He said he looked forward to continuing the dialogue next month when he visits Indonesia, the world's most populous Muslim country. Obama also spent several of his childhood years living in Indonesia with his mother and stepfather.

Obama recounted efforts by his administration to foster partnerships with Muslims on education, economic development, global health, and science and technology. He touched on the plan to remove all U.S. combat troops from Iraq by the end of August, and his administration's efforts to return Israelis and Palestinians to the negotiating table to jump-start stalled peace talks.

Obama also announced a summit on entrepreneurship in April with Muslim business leaders and entrepreneurs from around the world.

The president said Hussain's goal, as special envoy to the OIC, will be to deepen existing partnerships and develop others. The OIC represents nearly 60 Muslim states across four continents and promotes Muslim solidarity in social and political affairs.

Hussain is a deputy associate counsel to Obama who focuses on national security, new media, and science and technology issues. He also has worked with the national security staff to help repair U.S.-Muslim relations. Obama said Hussain is a hafiz of the Quran, meaning Hussain has memorized the Muslim holy book.

Secretary of State Hillary Rodham Clinton was scheduled to speak at the meeting in Doha on Sunday.

Obama is not the first president to name a special envoy to the Islamic conference. In his final year in office, George W. Bush named Texas entrepreneur Sada Cumber, a Muslim, as his special envoy.

Chinese Interest in Islamic Banking

By Lahem al Nasser

Riyadh, Asharq Al-Awsat- We will not be able to say that Islamic banking has become a strong competitor to conventional banking unless it is able to surmount the Great Wall of China and settle upon the Chinese mainland and take advantage of what is considered to be one of the world's fastest growing economies. According to the World Bank, the Chinese economy is expected to experience a growth of 6.5 percent –during the [global] financial crisis – while during the same period of time the World Bank expects world growth not to exceed 1.5 percent. China is considered to be the US's largest creditor, and its investment in US bonds exceed one trillion dollars, while its own monetary reserve stands at nearly two trillion dollars, according to the CNN Arabic website. A Price Waterhouse report predicted that by 2050 the Chinese economy would surpass the [combined] economy of the G7 countries. The report based its prediction on Chinese purchasing power, which is founded upon the savings culture that is prevalent among the Chinese population, and their aversion to debt. China is also considered to be one of the more attractive countries for foreign investment which helps to finance this rapid growth. By the end of 2007 foreign investment in China reached approximately $74 billion.

According to Western estimates, China has a Muslim minority in the Xinjiang province with a population between 70 and 90 million. Yet until today, Islamic banking has confined itself to standing on the Chinese borders [and looking in]. Islamic Banking has a presence in Singapore – a country which borders China – as well as Hong Kong – the island under Chinese control – but has not crossed onto mainland China. To be honest I cannot find any justification to the long delay of Islamic Banking in making this crossing, especially since the Chinese government has been making overtures to this industry. This can be seen with regards to the People's Bank of China gaining membership to the Islamic Financial Services Board [IFSB]. The IFSB – whose premises are in the Malaysian capital Kuala Lumpur - is an international body concerned with promoting, strengthening, and developing standards of Islamic financial services.

China – from time to time- has sent positive messages to the Islamic banking industry; this includes monetary authorities in Hong Kong attempting to provide a sound environment for Islamic banking operations by amending their laws to the specifications of Islamic banking, especially with regards to Islamic Sukuk [bonds], as well as the establishment of Islamic indexes on the Hong Kong stock exchange. Islamic Banks Unaffected by Global Financial Crisis

General Manager and board member of the Arab Finance House Dr. Fouad Nadim Matraji explained that Islamic banks have not been affected by the mortgage crisis that afflicted the international financial markets and that they are largely immune against such crisis thanks to inherent factors within Islamic banking. The most important of these factors is the prohibition of debt trading, taking precautions against money laundering, as well as the official and professional restraints upon which banks are based such as caution against embarking upon projects that entail financial difficulties and risks.

Dr. Matraji explained that Islamic banks have several alternatives [to conventional banking products] such as Ijarah Bitamlik [a renting contract that ends in ownership], Murabaha etc. which demonstrate that Islamic banking is a sound and systematic alternative banking system that others should take as an example. Islamic finance is expected to increase on the international level and its number of customers is also expected to rise as they search for an alternative [banking system].

Matraji added that Islamic banking is distinguished by a commitment to uphold integrity and its distancing from risky projects. He pointed out that this crisis has caused significant global inflation in world banks because they buy debts and enlarge accounts without tangible transactions taking place or without brokers being aware of them, highlighting that Islamic banks do not engage in such ventures.

Matraji added that only the profits of Islamic banks could be affected by the international financial crisis, but not the capital, which is protected by Islamic banking unlike conventional banks.

Terror in EU overwhelmingly non-Islamic

Although there were no major foiled, failed or executed terrorist attacks in Europe in 2007, Europol still witnessed a sharp increase in both terrorist attacks and arrests on terrorism charges. But only four of the 583 terrorist attacks committed were linked to militant Islam.

Europol's second annual EU Terrorism Situation and Trend Report, released last week, found that EU member states had to deal with a 24 percent increase in terrorist attacks, although many were foiled or failed, and arrested 48 percent more terrorist suspects. Eighty-eight percent of these terrorist attacks were linked to separatist groups unrelated to Islamist groups.

"Several member states report that the threat from Islamist terrorism has increased or remains high," said Europol Director Max-Peter Ratzel during the presentation of his report to European Parliament here.

"The threat partly originates from an increasing level of command, control and inspiration on attacks in the EU from Pakistani based al-Qaida linked groups and networks. In 2007, investigations showed EU-nationals who had attended training in Pakistan and later been involved in terrorist offenses in the EU".

Despite the lack of really high-profile attacks on European soil such as the London and Madrid bombings, Ratzel said in the report that "the impact of terrorist attacks became obvious again in 2007 with the murder of two Spanish police officers in France by the Basque separatist terrorist group ETA."

"The overall threat to the member states from terrorism remains serious, as demonstrated by the failed attacks in London and Glasgow and the disrupted plots in Germany and Denmark," Ratzel continued.

Of the 583 successful and otherwise attacks attempted in 2007, 517 were claimed by separatist terrorist groups in Spain and France who tended toward small arson attacks not designed to harm anybody but instead cause material damage. This strategy is exactly opposite to the strategy employed by Islamist terrorists who aim for as much carnage as possible in order to create fear among the public, according to the report.

Yet Islamist terrorist attacks only numbered four during the past year, two of which failed and two of which were foiled. Two occurred in the U.K., one in Denmark and one in Germany.

France made the most Islamist-related arrests with 91, followed by Spain and Italy with 48 and 21 respectively. Throughout 15 member states 201 people were arrested on Islamist terrorism charges. This however does not include those arrested in the U.K., which doesn't distinguish between terrorist causes, although a majority of the 203 terrorism suspects nabbed there last year were thought to have Islamist motives.

Yet Islamist terrorism played second fiddle to separatist terrorism in this regard too, which saw 548 arrests made against its cause. The total number of terrorism arrests across the 15 countries was 1,044, almost double last year's total which Europol ascribes to better police work and more preemptive arrests. Spain contributed heavily by arresting 196 suspects in 2007, up from 28 in 2006. France arrested 315 suspects, up from 188. Yet the number of arrests on Islamist terrorism charges fell from 257 to 201, fueled by a 35 percent drop in France.

One marked role for which arrests increased was the creation of propaganda. Almost all of those arrested on that charge were linked to Islamist terrorism.

Furthermore, 2007 saw 143 terrorism trials, 38 percent of which were Islamist related, in which 418 people, 34 of which were women, were tried and 449 verdicts were read with 331 convictions. Thirty-one percent of Islamist suspects were acquitted.

Belgium, Germany and the U.K. only had verdicts in Islamist terrorism cases. In Italy 44 of 47 verdicts were on Islamist grounds.

The EU's anti-terrorism head Gilles de Kerchove said that "al-Qaida is still and will continue to dominate international terrorism for years to come."

The report was released ahead of new legislation proposed by the European Commission which will set out new guidelines in the fight against terrorism. The Commission will revise the rules established in 2002 and will seek to include public incitement of terrorism, recruiting and training in the EU list of acts of terrorism.

But Dick Marty, Chairman of the Human Rights Committee of the Parliamentary Assembly of the Council of Europe warned members of European Parliament that this expansion of the laws will make it easy for governments to demonize certain minorities or oppositions, according to the EU Observer.

What Influencial American Muslim Scholars and Teachers Are Saying About the Election

I accumulated some responses to the election and candidacy of Obama by influential mainstream American Muslim scholars and teachers. Click on the paragraph headers to visit the sites.

Imam Zaid Shakir
Imam Zaid has been very outspoken throughout the election with deep analysis of Obama and American politics. This is an article written after the election results. After reading this a brother sent Imam Zaid a message criticizing his optimism on an Obama administration and this is Imam Zaid Shakir’s Response.

Shaykh Yasir Qadhi
This is the response from Shaykh Yasir Qadhi of Al-Maghrib institute who is no stranger to well thought out analysis of American Islam.

Shaykh Yaser Birjas
Though Shaykh Yaser Birjas was not born an American, he has since made America his home and has shown great concern for important US social ills.

Imam Anwar al Awlaki
Anwar al Awlaki was a highly active Texan native but has since made his home in Yemen where he still closely follows American politics.

Hamza Yusuf Video at Isna 2008
Shaykh Hamza Yusuf is very active in the US as well as internationally though I could not find anything that he has said regarding Obama directly. This is the closest that I could get to some kind of commentary.

Imam Suhaib Webb
This is Imam Suhaib Webb’s take. He is an American Muslim convert who studied Islam at al-Azhar University in Egypt and has recently joined forces with the al-Maghrib Institute as an instructor (Thanks to HK for this one.)

An Interview with Imam Zaid Shakir. Hillary, Obama and the Clash of Civilizations

Many of his students refer to him as the "new Malcolm X for Muslim Americans." Trying to obtain an interview with the "new Malcolm" requires persistence, patience, and several callbacks. "He had an unexpected speech, can we re-schedule?" "Sorry, he's completely booked for the next week. Can you all call again?" "O.K., he can squeeze in some time at 9 a.m., can you do that?"

Imam Zaid Shakir, an African American convert to Islam and one of the most influential and popular Muslim American religious scholars, commands a rock star following: legions of enthralled and inspired Muslims filling rooms to standing only capacity waiting to hear his words. It represents a fascinating and dynamic phenomenon illuminating the resurgent identity of an educated, spiritual, religious and political Muslim American identity emerging from the post 9-11 era. Shakir, a student of the civil rights era and an educated scholar of political science and traditional Islamic jurisprudence, casually interjects tidbits of political theory, economic reform, critical race theory, Arabic, traditional Islamic philosophy and religious didacticism within his rhetoric.

I was lucky to talk to the highly sought scholar for an honest, informative and in depth discussion on "the Clash of Civilizations," the 2008 presidency, religious extremism, and an emerging Muslim American identity.
